Project Background
In order to mitigate traffic congestion within the Greater Kampala Metropolitan Area (GKMA) many projects and studies have been carried out. Among them, JICA conducted the Preparatory Survey on the Greater Kampala Roads Improvement Project in 2013 and 2014.

The Feasibility study concluded that the construction of two flyovers at Kitgum House
and Clock Tower Junctions respectively, widening of Mukwano Road and improvements of interfacing roads and junctions would be effective and feasible to achieve the traffic congestion mitigation objective. The proposals of the Feasibility Study also considered improvement of traffic safety for non-motorized transportation (NMT).

Objective of the Project:

Under this project, resettlement / compensation was likely to arise due to the acquisition of the land along the road especially where it was being widened. It was determined that the area to be affected included the proposed Road Reserve as well as other needed areas such as at the working zones.

Acquisition of properties, perennial crops and structures did constitute part of the compensation value due to the fact that a number of crops/trees and structures were found to be within the Road Reserve and these would be affected by the road development activities. The main objectives of this RAP are:

  • To raise awareness of the project and its consequences among affected communities;
  • To survey and demarcate the required land for the road project including the proposed Road Reserve;
  • To establish the actual compensation costs necessary for resettlement and quantify land area to be acquired for the entire road corridor including the Road Reserve;
  • To ensure that the displaced people receive equitable compensation prior to their displacement;
  • To prepare strategies to mitigate adverse socio-economic impacts and grievances; and
  • To ensure a smooth seamless implementation of the RAP.

Scope of work:

The primary alignment of the Project commences at a point about 500 m to the south side of the Clock Tower Junction, passes through the Clock Tower Junction and along Mukwano Road to the Kitgum House Junction where it turns to the east onto Jinja Road which it follows to the end of the Project approximately 250 m east of the Africana Junction. Its total length is approximately 3.5km. Other ancillary components of the Project consist of

  • A section of Entebbe Road between Clock Tower Junction and Shoprite Junction (approximately 200 m),
  • Widening of Gaba Road at Nsambya Junction (approximately 500 m),
  • A minor diversion at Kibuli Junction (approximately 100 m),A section of road between Kitgum House Roundabout and Garden City Roundabout (approximately 500 m), and
  • A short section (approximately 120 m) of Nile Avenue leading from Garden City Junction.
