Oil Spill Contingency Plan

Project Background:

Kingfisher field development area is spread over approximately 344km2 in the Lake Albert Rift Basin in western Uganda. The oil field is situated on the eastern bank of Lake Albert, which acts as a border between Uganda and the Democratic Republic of the Congo. It was discovered by the Kingfisher-1 wildcat well in 2006. The production and processing facilities of the project will be located on the Buhuka Flats at the shores of Lake Albert.

The field development will comprise four well pads, 20 production wells, and 11 water injection wells. The well pads will be connected through infield flowlines to a central processing facility capable of producing 40,000 barrels of crude oil a day.

Objective of the Project:

The objective of the project is to provide guidance to CNOOC to initiate an appropriate oil spill response in the event of an incident associated with the operations of Kingfisher Field, Lake Albert, Uganda. The plan details a tiered response strategy that takes into account the spill risk associated with the nature of the hydrocarbons that could be spilt.

Detailed Description of Actual Services Provided by Advisian:

  • Identification of oil spill scenarios.
  • Operational Risk Assessment on the identified scenarios.
  • Examine transport and fate characteristics of spilled crude.
  • Carry out screening-level modeling to assess the behavior of the spilled oil with respect to transport to and within groundwater.
  • Formulate oil spill contingency plans for field operations, CPF, Kingfisher Feeder Line etc.
  • Environmental and social consideration for the oil spill plan.
  • Evaluate the feasibility of the options and strategies in view of the environmental conditions and spill specifics.
  • Select response options and tactical arrangements to implement identified strategies (begin process to obtain necessary approvals, permission, permits).
  • Prepare an Incident Action Plan for carrying out the identified strategies. Implement field response operations plans for each strategy.

Primary Response Objectives:

  • Protection of human life, health and ensuring safety of people.
  • Control oil spill source
  • Prevention and minimization of damage to the environment.
  • Protection of sensitive areas (i.e. lagoon, lakes)
  • Activation of appropriate response as to close the source of spill as quickly as possible to avoid oil spread.
  • Prevention of oil from leaching into soil or groundwater or entering waterways.
